Basically I checked for power to the terminal on the solenoid labeled "S". When the key was turned I had 11.65 volts from the "S" terminal to ground and no sound coming from the solenoid when the key was turned.
I did some digging around my shelves of old parts and found a NAPA box with an old solenoid, was already about to run into town so I stopped at NAPA and picked up a new one. Swapped the new in and bingo, it turned over, so I cleaned up the tank, fuel lines and carb and she popped right off purring like a kitten.
