That cylinder has been cut open before. I can tell by the weld on the cap end.
I don't know that they ever used that small rod cylinder for the angle on a blade. If so, I'd like to see documentation (parts book) or otherwise. I think that might be an adapted QL cylinder.
If it's frozen in place, it will cost more to fix it than for someone to build a new one.... or about the same. The tube, piston and rod will have to be replaced. Don't let anyone fool you. A stainless rod will not work. It must be chrome plated. BTDT. It doesn't work.
