Belt last
Seeing you said the deck was off when you got it. I would definitely install the deck first without the belt.
1) you do not know that you have the correct belt
2) if the belt is too small you will never get the deck backward into position
3) after you get the deck fastened, you can then see if the belt works with the deck hung properly.
