YUP, you sure can. Now IF.......you can going to keep and maintain the "manual" type of relief valves, then this flapper (actuator) is need. IF......you change out the the Relief Valves to the "automatic" type (which is now current), there is no need for this flapper.

IIRC, once you remove the pins, the Release Handle slides out.
