The 7hp wouldnt be a problem, the lack of weight for traction would be. Keep in mind a 'Plough' is intended for breaking new ground, and to do that you need at least 1000 lb tractor, you'ld have to add alot of weight on an O to get it up to that kind of weight. BUT... alot of plough action you see on garden tractor sites involves dragging the plough through previously cultivated soil, and for that an O with a creeper and just a little extra weight would likely do just fine.
