Chunk that plastic piece in the garbage and get a used front wheel bearing or most hardware stores sell cheap bearings in the nut and bolt section. I think it's 1 3/8 OD but measure to be sure. Gonna be a nice little unit when you get done.
Todd he's working on a Cyclops, the plastic piece is fine on these steering box's. They have a CV joint just above that bushing so they don't get any side to side load.

Steve fix or replace the follower as Todd mentioned, replace to 2 ball bearings and the foam seal. You can make a seal out of closed cell foam. I have a roll of this stuff so this is what I use.
