IIRC the translating the should not turn until it gets to the end of it's travel. You may need to adjust the rubber on the end of the clevis.
I'm not saying that it definitely would not, but I'gm not completely sure an electric lift would pick up a snow thrower when they were new if the tractor didn't have a spring assist.

It does have the spring assist, i tried adjusting it but still same results.
