JMD , if you mean the bearings fit in the wheel loosely , take a socket or a piece of pipe that is kinda bigger than the flange and hammer onto the flange to make it small enough so the bearing will fit the flange.
Not sure why the new bearing is a fraction smaller ??? Usually , PO's would not maintain the bearings and they would get loose and make the flanges bigger.
