On the older cubs the starter and generator were all one unit. on your tractor you have a starter and a stator, the stator is like the alternator in a car and yes that's what charges your battery. When you hold the key in the start position you should be getting power to the small terminal on the solenoid, this is what activates the solenoid to start the engine. The solenoid should also be grounded otherwise it won't work, if the positive checks out ok I'd start looking at the ground.
