Always replace the governor gear and cross shaft when you have an engine apart. It's cheap insurance. The cross shaft wears where it goes through the brass nut to the outside of the engine, so replacing both the cross shaft and nut will take care of a very common oil leak on these engines.

The balance gear needle bearings have a hard life, and if you wish to keep the gears, the stub shafts and needle bearings must be replaced. If they wear and get loose, the gears will get tossed through the side of the block. This is why most people (myself included) elect to leave them out. The earlier engines did not have them and I couldn't tell a difference in vibration on the K341 that I removed them from.
