True, this is a pto to belt to shaft drive mower where there is that idler you mentioned.
But then there is another idler on the deck itself because the deck is driven by shaft from tractor but it has its own belt same as all decks that drive each spindle. There is a spring loaded idler there. Check that one. I am thinking you have the 50" deck 190-394 deck. Check partstree diagram for that idler, it's #25.
