Yes, from the inside out. If the reduction housing is off I'm sure you could also tap it "in" as well.
I have had stuck plungers before, I clean the groove out with an ice pick or similar tool, remove the ball from inside the plunger and clamp a pair of vice grips inside the center hole and on the tapered part of the plunger (oddly enough they grip very well). Spray it with PB Blaster and twist the vice grips that are attached to the plunger like crazy while pulling it out. Never had one not come out that way before (but there is always a first time).
The more time you spend cleaning the bore with something very pointy, the easier it will be to get out.
