You adjust it by loosening the clamp bolt on the governor shaft and turning the shaft inside the arm all the way one way or the other while holding the throttle shut with your third or fourth hand..Then tighten the clamp bolt back up..It may be good to have another set of hands to do all this.. .. I beleive there is a link to the manual for the Kohler engine over in the technical section of the site, If I can find it I will edit and add the link to this post. Also the springs need to be in good shape and installed in the correct location....If the spring holes are all worn out that will also make the governor a little imprecise.
