Get the new-style clamp-on arm (IH-106531-C3, almost $40 new, unfortunately) so you don't have to deal with the roll pin. The valve is supposed to spin like that. If you have a torch and the right size die, you can make a new handle very easily. You might even be able to bend a new one cold, but it'd be much easier with a torch. It's just a piece of cold-rolled steel with a bend and a threaded end. The original is chrome-plated, but you could just paint it if you aren't concerned about correctness.
