If the drive is working, the pump is not air locked. Air in the steering and lift system will self purge when you use it. How much have you worked the hydraulic lever and tried to steer it? Did you change the fluid and filter?

Another thing to check is line routing. Seen more than once someone hooked up the lines incorrectly.
