first I'd make sure the brake rod going to the brake lever is there. then make sure the pivot where the rods hook on don't have a sheared pin. also look to make sure the adjusting bolt isn't back out or the push rod missing. if that looks good then its probably the puck seized in the reduction housing or the pivot pin seized. there's not allot to them. look at a break down in a parts book or manual and its pretty self explanatory . if all looks good I had 1 tractor 1 time where the brake disk on the front of the pinion where the disc broke from the splined center.
