IF...you have about 14VDC on the V/R output terminal and 12.3V at the battery, then there is a "line loss" to include: Bad wire, bad wire connection, high resistance switch contact, etc.

With the engine off, and the Ignition Switch in the run positive, you can measure the resistance between the V/R output terminal and the battery positive terminal. It should be zero ohms.
