I don't think the PTO is causing your drain. You either have a bad battery, or the charging system isn't up to par. Amp load from a PTO is like 3 Amps, maybe 5. It would have to be drawing over 15amps to overpower a good charging system. Which...... would blow the fuse.

I agree. Additional, you may have the wire feeding the PTO partially shorting to ground. Using a DVM or VOM could check this out.
