Ok, see if this helps.
#1) The lever is supposed to be attached to a curved piece of steel (called the dump lever) and it depresses the top buttons on the relief valves. It sounds like yours is missing. (I am unfamiliar with the 1250, so it may have automatic relief valves (no buttons on the top of the relief valves) in which case you may just have the incorrect tunnel cover on--but if your relief valves have the buttons on top, then they are manual relief valves and you need a dump lever to actuate them).
#2) The safety switch may be bypassed. See if there is a curved wire (U-shape) that allows for the bypass of your safety switch. You would have to have a bypass if your cub runs to make the connection. If your cub doesn't currently run, then you will either need to hook up your safety switch or install a bypass.
#3) Linkage?...Hydrostatic transmission....perhaps one of your relief valves is stuck and will not allow your cub to go in reverse. If you have manual relief valves, then make sure that the buttons actuate easily. If not, then you need to lubricate them up well (I suggest PB Blaster) and work them to free them up). If they are automatic relief valves, then you may need to pull them and inspect them to see where the problem lies.
