There are two kinds of "spindles". One is on a wheel, and the other is on the mower deck. You might want to specify next time. Took me a few to figure out what you were talking about....
No. If it's froze up, you'll have to either replace or rebuild it. If you go to the CC parts look-up page it shows a blow-out of the spindle. It shows the bearings to be replaceable.
