I bought this off ebay. It has the bearing in the top (instead of the bushing), the needle thrust bearing in the side, and the plate has been straightened. New bearings in the bottom, and anything else that needed to be replaced or rebuilt. Properly adjusted and ready to bolt in.

It was $200, but I didn't have a column worth fixing.

I still have some slop to deal with, the saddle where the axle mounts in is loose so I will fix that later.
