Well guys, here's my progress for the night. To try and smooth the high idle out, I removed the carb and cleaned it as best I could (including removing the only adjustment screw and cleaning the passageway). Reinstalled and let it warm up. Tried full throttle and still a TAD surg-ey. Tinkered with the fuel adjustment screw got it to smooth out. Woo hoo! Tried a rev's and caught sight of a small puff of smoke when going from idle to full throttle. Any idea of possible causes? Possibly from sitting for so long (been sitting over the winter, at least)? Possibly from running too rich? Too lean?

Just to see how it'd run, I tried removing the spark plug wire from one side then the other; engine speed slowed down but it still ran on one plug. Also, I haven't seen any signs of it burning oil but I haven't ran it a whole lot to really get a good judgement. I'm hoping it'll clean up but time will tell.
