I've never seen more than one clutch disk in a PTO before. I have had pto's before, that for whatever reason, refuse to work properly when adjusting using the guage.

For those, I lightly finger tighten the jam nuts, until they feel even (in pressure) then I tighten the screws each the same amount of turns, stopping often to see "if it's there yet".
To check if it's tight enough, put the pto back into the basket and try to turn it by hand, if it "slips" then it isn't tight enough. When everything is tightened evenly and it will no longer slip then it's done. I really don't like doing them that way but sometimes you gotta do what you gotta do.
