What do you mean "seems weak"? I have no idea how you would know without it running. Oil PSI at idle cold will be high, like upwards of 50 PSI. THERE IS NO SPEC AT IDLE.

Photo-tach, timing light with RPM, some DVOM's have this capability. If using a timing light, or DVOM divide your reading by 2. This is a wasted spark motor.

Don't be concerned, there is no spec. No, but you should always fill the filter with oil if the mounting location allows it not to be spilled out when installing

Anytime you change carb's you should re-adjust the governor, and all carb settings. Might double check the float setting since it died and restarted on you. Have you had it running since this happened?
