You have a #1, missing the pulley guard, which is common. That belt tends to be the biggest PITA to put back on once it falls off so I imagine a host of people took them off to facilitate putting them back on easier. Does your tiller have a ID plate? It should tell you if you have a #1 or #1A (not sure the difference.)
Glad you have the belts (did I read that right from another post?) The drive belt from the PTO to the gear box is big $$$$$$$$$$$$ take good care of that one.
