Your tractor is old enough it may be time to change the fuel lines. They could be collapsing internally after some time of running.
Also, if you really are running out of fuel, next time the engine acts up, pull the choke out slightly and the engine should pick up at least momentarily. If it does, you have a fuel supply problem "somewhere".
Another thought. If you have run some old gasoline through that engine, it can cause sticking valves.
