First, welcome to OCC... 
From the sounds of things you may have two issues.
(A) Charge the battery up and take it to a reputable shop and have the battery "load tested". If not good, replace battery.
(B) IF you are only getting 10 VDC at the battery when the engine is running at full throttle, you either have a bad Voltage Regulator or some sort of bad wire connection(s).
