I wouldn't recommend that. You'd tear up the panel trying. I'd just look for a used one, they're pretty cheap. Or, the dremel idea is pretty good. Here's a third idea, take it to a welding shop with a track plasma cutter. It will look good and be perfectly round. Shouldn't cost too much..... at least at the welding shop I use it wouldn't.
