If you spin the engine with the starter and you have a broken rod, the front end of the tractor will jiggle up/down due to the imbalance of the engine. If you have a stuck valve, it will roll over smooth without the dance steps.
You can pour some solvent in the cylinder and let it soak and sometimes free a stuck valve if just letting it cool won't do the trick.
