If the engine is cranking, then it won't be a clutch pedal safety switch or a PTO Clutch safety switch which is located up under the dash. If the motor is not cranking period, then it could possibly be one or both of these safety switches. At that point you will want to check the switch with an Ohm meter to see if it is working.
