The difference between the 2 rockshafts is the hole for the brake shoe is recessed on the shaft, where as the hole for the wear button on a non brake shoe type rockshaft is flush with the shaft. So you want to look at the hole that broken bolt is in.

Is the width of the piece of flat that either the button or shoe assembly attaches to another way to tell? From the two pictures you listed the brake shoe seems wider.
Figures I would get the more expensive one. But I bet the brake lasts longer.
