The side to side slop it your upper bushing, just under the steering wheel. Pop the IH cap off, remove the nut, soak the shaft with some PB blaster and tap the shaft ( with the nut on flush with the top of the shaft) with a brass hammer while pulling on the wheel and most of the time it wil pop off, just be careful of the plastic on your wheel. It's easier with two people. Once off you'll see the culprit, the plastic bushing. It's easily replaced, but you might want to pull the box and everything at this point and clean/ check things out.
