To generalize as you don't mention what you are working on,
no tractor should turn over with the key off, just in the start position.
The broken ground on the regulator would not make any difference in the running just in the charging of the tractor.
If it was charging correctly, it is possible it was grounding through another means.
As far as affecting the coil, it is possible if it was greatly over charging, it could overheat the coil because of excessive voltage, but most generally it would boil/ruin the battery first.
