That was happening to me, It sounds like the plastic "bearing" (741-3000) and or the seal (723-3001). When I would be steering the plastic piece would ride up into the underside of the steering wheel causing the wheel the get really loose. I ended up taking the new one and old ones and putting them both there, the new one in the column, and the old one, upside down on top of it, then the foam piece on top of that and then put the steering wheel back on, and It has been a year and I haven't had that issue again.
