Default Carburetor/Governor Adjustment?

Ok So... Both are on K241's

1) Cub Cadet 104 - I push the throttle up all the way and its like i'm going to blow the engine, the RPMs are so high, so I keep a spring from the top of the carb on the throttle arm to the sediment bowl to keep it from revving too much. Any idea what I can adjust, so that I don't need this spring? Governor adjustment? I have tried adjusting the high idle needle and doesnt help.

2) My other Cub 104, It idles fine, but when I raise the throttle up just a little bit the cub stalls, I have to go from idle to at least 1/2 throttle or it stalls, but the high idle is fine and there are no popping or anything.

I will try to take some videos next weekend when I am home again if they are needed to see what is happening.
