Matt G suggested I rethink where the weight might make contact with the wheel. I looked again and he was absolutely right, I would have had the rubber pieces in the wrong spot. I ended up cutting 4 bigger pieces of the tube about 2" wide, enough to go all the way around the weight (sans where the notch is for the valve stem), put one on the bottom of the wheel, carefully put the weight in and then left the nuts loose on the bolts. I then slowly rotated the wheel and worked the the remaining pieces in place, and adjusted all 4 pieces to where they weren't visible, and tightened down the nuts. The pieces of innertube tightened down nicely and hopefully will work as an insulator the protect the wheels. The other weight is ready to look like the first.
