Yes, the oil provided electrical insulation and probably a bit of coolant. If it's from the 60's it probably did contain PCBs (but don't worry TOO much, so did every pole transformer in the world until the 70's or so). The top is probably bakelite on an old coil... a million temp cycles later it can crack ! :-)

Its an interesting design to have the spark coil just below the fuel spigot isnt it? :-)
