It seems like I always have to open the valve more to climb a hill at slow speeds. Not sure if this is normal. And it doesn't hold a very constant speed while going down hill.

You shouldn't have to add or change the fluid, if it was running out and clear. How long have you ran it since the pulsing started? I would try to run it out of the system, and if it doesn't stop..Replace the filter.
