I've got the same problem on my 1450. I honestly haven't had time to deal with it and have controlled the RPMs with the throttle over the last several uses. You will find a serious loss of power when going up hills or using the PTO with this method and obviously the governor needs to be repaired and I suspect the flyweights are shot. Unfortunately the manual only explains how to adjust it but not how to repair it (I assume it involves removing the head, but I'm not a real mechanic!).
