I think you're going the right way with a fully mounted - every pound of weight on the back tires will help you, and that's something that a pull behind plow wouldn't provide. A semi mounted might do alright, though. I would expect all of your draft control would have to be in the top link of the 3pt. A gauge wheel might help with the draft control.
