Default I think I got it figured out.

The collar with the set screw and the bearing collar have off set center holes which you don't notice when you are spinning them on your finger. But when the collar is set in place and then the bearing collar is put on and the two twist, the off set center holes wedge together creating a lock and there by holding the clutch assembly on. I had to create a couple extra brain cells to wipe that little enigma.
