I asked my late dad the very same question when he first got me my 1450 "why didn't they put a drain plug in for the Hydro oil?" as we were changing the oil and going over the cub the first time together.
He should know since he wrote many of the IH service manuals including the Cub cadet series.
The answer is exactly what Duke said earlier in the chain, "To force the service people or owners to clean out the dirt and sludge in the rearend"
