Daniel, if you have a welder you can tack a piece of round bar (about the size of an old Cub driveshaft) onto the top of the frozen foot pad screws. This will give you tons of leverage to back them out. Spray PB Blaster in the screw areas (you can spray them from below too) for a few days beforehand, and make sure you clean up the bar and bolt head before welding.
Mine came off with just PB Blaster and a hefty flat bladed screw driver aided by a wrench for more torque.
