1882 with starting issues..ignition coil??

I have an 1882 that cranks fine, but will not start/fire a lick. I put in new plugs and also checked for spark. I am getting spark, not sure how strong to both cylinders. I put starter fluid in the carb and after that some in the cylinders, but nothing. I have around 12.8 volts with no load on my battery. When you crank it, the voltage drops to about 10.5. Is that withing normal range? Also, you would think that with spark and using starter fluid it would at least fire, even if it didn't want to run. The tractor ran fine when I put it up last fall. I am out of ideas. Can anyone help. Does this sound like the ignition module? Thanks to all for your guidance and input.

Does it have compression?

If so, try resetting the air gap on the magneto to 0.008-0.009" and see if that helps. The spark on these is not very strong to begin with, and if the air gap is too large, that isn't going to help.
