Starter Drive Gear
 

I'm working on a K321 in a 1450. When I turn the ignition key to crank, The starter Drive Gear only comes out a little and never engages with the flywheel.

I removed the drive gear from the starter shaft and noticed I can spin the gear in both directions while holding the inner hub with the spiral splines.

Shouldn't that lock up in one direction?

Any help would be appreciated.
