Only Cub Cadets - K161 throttle linkage issues

Hi folks, wondering if anyone has any tips or resources for my 71 with a k161 in it? Ever since I tore this tractor down and refurbished it, I'm having major idling, engine speed, and surging issues. I've ruled out the governor gear itself, the carburetor, and other engine internals, and am convinced I just screwed up the throttle cable/ governor arm/ throttle butterfly linkage. My other machines with 241's and 301's have a different linkage but the 161 has a spring on the governor arm and a 3 position disc that the cable connects to. Is there a factory diagram that I am missing that details this? What is the correct setting? When I control the throttle butterfly manually, this engine purrs. Thanks everyone!
