1100 Cub - Run Away Engine.
 

Was mowing one day and the engine started to over rev and run away. Shut it off and looked and the governor, carb, filters, plugs, wiring. linkages.
Rebuild carb - cleaned and adjusted float.
Opened case to inspect governor. Looked great and spun and expanded as designed.
New stator.
New Plug and wire.
New fuel lines and filters.
Adjusted mag.
Cleaned outside governor adjustments and springs.
New Head Gasket.

Engine idles very lowly almost stalls or stalls completely and any hand adjustments ( I mean a fraction of 1/4 inch) to the governor it will completely over rev and have to shut it off.

I am completely out of ideas.
Any help or direction would be greatly appreciated.
