Is there supposed to be fluid coming out all the time and if the cap is removable how does it come off ive tried turning it and pulling it but it just spins that's it

In short --- NO.

There is an issue with being too full. Maybe water got into the Creeper Unit.

I would suggest digging into this before some serious/expensive damage occurs.

As said, that is the breather/fill hole. IIRC the cap pulls off, then you un-screw.
You fill only until oil comes out the plug hole in the side.
Nothing should come out of the breather unless it is over full.
You might try taking the side plug out and see what comes out.
