Broken Brinly cultivator

I broke my cultivator the other day, it appears as though a weld failed. I'm having difficulty finding a good picture of how this originally was welded together. I'm no welder but I'd like to have it fixed the correct way. For the time being, would it be possible to use a bolt to hold this together? Unfortunately I need to cultivate now, while it's dry.

I'd grind off that old weld and stick a bolt in the hole to get you going. Pretty poor looking weld.
