The little button seems to be pressed out the wrong way? I pushed it in, and pulled the PTO lever back in off position and it popped back out the wrong way again? Is this a common problem? How do I fix?

The button should be flush like this.

So I guess mine is wrong? Do I need to tack weld it or something to keep from popping out?

Is it a fiber button?
your is installed correctly it looks like it.
got a pic of it engaged?

The buttons are about 3/4" in diameter, that little part in the picture is just the tit that goes in the hole to hold it in place.

Yours seem to be installed correctly, if it is sitting loose in the lever, you may need to peen around the hole alittle. What are you running for clearance when the clutch is engaged? Really should not be enough clearance that the button can get out of the lever. There is a spec just don't re-call it off the top of my head.
Maybe I mis-understood your opening comment, If you are thinking the small "nub" you are seeing should be flush, no it is fine, you want the large diameter to sit back against the lever.
